There is one specific case where the VaultOne platform disallows the deletion of a user. This can occur when the user is associated exclusively with a resource or an approval flow.

The error occurs when they try to delete a user associated with only one resource.

Basically, to be able to delete that user, first it’s needed to share the resources that this user is exclusively responsible for with another user and confirm the inexistence of any other resource or approval flow (Workflow) that could be associated with that user.
